Zarbon was Freiza's long-term bodyguard, even though frieza was (at his strongest) was about 343 times stronger than Zarbon ever was. Zarbon's greatest and worst moment came against Vegeta in the Frieza saga, He managed to beat Vegeta to a pulp and then later get himself beaten to a pulp.

Zarbon in his normal state, his power level was always at 23,000. He was no match for Vegeta in this form so he was forced to transform to his second form.
